Just a quick video for the Wiki showing how to get to the blinking rectangle ("strobe light") in the Underground level between the Kelp Room and Jellyfish room. Start with the normal OOB entry through Jellyfish (same as for Pipe Mazes) but after passing the side wall turn south until you hit the wall that separates Kelp and Jellyfish rooms. There is a thin ledge a bit further down, not visible and probably not accessible from the ground. Walk along that ledge to the end of the wall and you'll see a blinking rectangle around the corner. The same effect can be observed on both east and west ends of that wall. This is a common case of texture collision where two different surfaces are placed in the exact same plane which leads to two textures being painted one over another. These are perhaps the most prominent examples in Journey, though plenty of smaller collisions can be found throughout the game.
