Liberating has returned in Just Cause 3.
Mixing elements from Just Cause and settlement completion from Just Cause 2, each liberation has objectives that are typically not done within a specific timeframe and order. The player may even leave the settlement and return any time later, as liberation progress will generally remain.
In all settlements, a number of Chaos Objects must be destroyed among other tasks. For villages and towns, Rico has to raise a flag of The Rebellion in the end. For other settlements he just has to finish various objectives. Once fully liberated, any heat gained is removed, a settlement will be typically clear of hostiles and many of them are re-populated with allied factions or appear deserted as in Just Cause 2.
Rewards
Liberating all settlements in a province grants free fast travel within said province and reveals all collectibles there.
All military bases will unlock a specific vehicle or weapon at Rebel drop each.
Many towns will have their garages unlocked, allowing vehicles to be chopped for Rebel drop.
Nearby challenges become accessible.
Once Re-Oppression becomes available after Son of Medici, most settlements can be reset individually, allowing the player to liberate them again. Any liberation rewards remain.
