Keeping inactive radio stations alive with dummy X Marker receivers placed near the player at the end of each radio station track. The X markers act exactly like a craftable settlement radio tuned to a specific radio station. Once the next track starts to play the dummy receiver is deleted after 3 seconds.
Enabling debug mode helps to keep track what's going on in the background, but normally the dummy receivers don't make sound and debug notifications are not displayed by default, only in debug mode.

Thanks for the help I got from jonwd7, Unoctium, Big Bizkit and Skinnytecboy. They pointed me to the right direction to use X Markers instead of invisible actors.
