The Payload Ferry is designed to ferry fuel and Kerbinauts into low Kerbin orbit, transfer its cargo to craft that remain in orbit, then return to Kerbin in a fun way.

This design was created to compliment the Refueling complex, mostly due to the fact that the complex and its supporting spacecraft are designed to permanently remain in orbit and we wanted a way to swap out fresh crew members and return them to Kerbin and we were also tried of sending up adapters to get spent fuel pods back on the ground, and this design hits those two birds with one stone, Returning spent fuel tanks and Kerbinauts alike.

The break up on reentry is supposed to be a bit of fun, and with time may be developed into a system that's more dependable and also a similar design may be used to send clusters of modules to bodies with atmospheres like Duna or Eve.
