To obtain every shield in the game, you'll need to finish the main story of the game which will allow you to purchase some of them from the Traverse Town item shop, and perform several side tasks to unlock others. From the start of the game you'll already have Goofy's Knight's Shield.

These shields will need to be purchased from the Traverse Town item shop:
Stout Shield - Can be purchased for 250 munny.
Smasher - Can be purchased for 250 munny.
Mythril Shield - Can be purchased for 750 munny.
Golem Shield - Can be purchased for 1,000 munny.
Gigas Fist - Can be purchased for 1,000 munny.
Onyx Shield - Can be purchased for 2,800 munny.
Adamant Shield - Can be purchased for 4,000 munny.

These shields are acquired by completing certain tasks:
Defender - Sometimes dropped by the "Defender" Heartless, the massive Heartless with the "dog" shield.
Dream Shield - Obtain all spell arts from the mushroom random event mini-games then talk to Merlin.
Genji Shield - Obtained by defeating Yuffie in the Hades Cup at Olympus Coliseum.
Herc's Shield - Obtained when you finish the Hercules Cup.
Mighty Shield - Found in a chest at the World Terminus at the End of the World.
Save the King - Win the time trial for the Hades Cup.
Seven Elements - This shield must be synthesized.
