To obtain every staff in the game, you'll need to finish the main story of the game which will allow you to purchase some of them from the Traverse Town item shop, and perform several side tasks to unlock others. From the start of the game you'll already have Donald's Mage's Staff.

These staves will need to be purchased from the Traverse Town item shop:
Morning Star - Can be purchased for 150 munny.
Warhammer - Can be purchased for 250 munny.
Shooting Star - Can be purchased for 750 munny.
Magus Staff - Can be purchased for 1,000 munny.
Silver Mallet - Can be purchased for 1,000 munny.
Wisdom Staff - Can be purchased for 4,000 munny.
Grand Mallet - Can be purchased for 4,000 munny.

These staves are acquired by completing certain tasks:
Dream Rod - After acquiring all third-level spells, talk to Merlin in the Magician's Study in Traverse Town.
Fantasista - This staff needs to be synthesized (See Bronze Synthesis Master).
Lord Fortune - After getting all summons, talk to the Fairy Godmother in the Magician's Study in Traverse Town.
Meteor Strike - In the giant crevasse in the End of the World, there is a chest with this staff inside.
Save the Queen - Complete Hades Cup in solo mode.
Violetta - Use the white trinity mark at Olympus Coliseum.
Wizard's Relic - Has a chance of being dropped by the Wizard heartless after defeating one.
