Thanks to Lukos and Myssoferia for help me testing.

After more testing and look more into the game data it seems hero dash range and starting side is main factor of this issue.

Playing on left side has no issue at all.

But on right side its different.
Look into the database I found this.
- Seria has Dash range of 1500
- Scarlet has dash range of 3200
Then here is other fact that community found about Arena Starting side
- Arena map placement is not symmetrical, it leans toward left side (Tank at left side will stand at the middle of the map is the prove, true symmetrical both of them should face a bit on the left)

I don't have proper explanation on this but this is my guess.
- Scarlet on the left side trying to replace herself toward Seria position
- Scarlet can't go to that location because Seria is there, she start moving around Seria and end up behind her
