So I'll explain it here on why you want to do these things in this order. Firstly, I have not used a long rest at all so far. 2nd, Raphael won't make an appearance till you find one of the healers throughout your journey and find a parasite specimen to absorb. Once you do, that's where you take your long rest to progress stuff forward and this will cause him to spawn in VARIOUS locations. This is usually the first place I see him and is the earliest, maybe the Grove spawn is earlier but still. The meat Dagger is used to help your attack rolls against him to make this faster. It is painfully slower without it. Hope this helps!
