According to @Kjoa the dizzy combo works on everyone, but, tends to be inconsistent against Chris, Orochi Chris, and Meitenkun.
To perform the last part of the dizzy combo, after fast whiffed 2A~6A, do 214B, 2144BD (For Instant Air EX Minute Spike), and then 623C~6D.
The reason you have to input the Air EX Minute Spike as 2144BD is because it ensures that it comes out at the lowest possible altitude which would result in quickly touching ground for immediate recovery, thus allowing you to land 623C~6D after.
DO NOT Tiger Knee it (2147BD), doing so risks the very real possibility that the Air EX Minute Spike can come out at a few pixels too high of ideal elevation, thus preventing you from being able to catch the opponent with the follow up DP. Large characters are no exception to this.
