When you become Incapacitated your camera begins to Sway Slightly, indicating that you're down and can't move. Turns out if you play with an uncapped frame rate or by have it cap to the games default FPS (300) the camera begins to Sway Uncontrollably. Not sure if it's a bug or an intended feature that Valve designed but it's pretty interesting.
