A basic strategy of how to deal with Fenrir.

Fenrir's attack goes in order where you can see right under his life bar. First one is an [MDAMGE] 0.2 DMG AOE, second one is a [PDAMAGE] 0.4 DMG AOE and the last one he summons two wolves where he eats one to increases his own ATK by 20%

Fenrir will apply [Horror] to your allies which causes you to take extra AOE damage, however if you apply enough debuffs (4 in odd number phase 1,3,5 etc) horror will be dispel and on top of that you have an option to grab 1 of the 4 buffs which will also full heal your team.

Repeat until you defeat him!

In even phase 2,4,6 etc, you will need to apply 6 debuffs instead of 4 and of course he gets stronger and stronger!
