You can get your Splintered Spark of Awakening as a random drop at the end of the Mythic+ dungeon.
In Season 4 of Dragonflight, there's a new weekly open world quest. This quest gives you a new Splintered Spark of Awakening and Spark of Awakening for crafting. The quest-giver is the Dragon Isles Emissary, Therazal, in Valdrakken. The quest location changes weekly between Amirdrassil, Zaralek Caverns, and the Dragon Isles.
The Dragon Isles quest, called Last Hurrah, has you do three things:
Participate in the Community Feast
Complete a Hunt
Carry out the Siege of Dragonbane Keep
Splintered Spark of Awakening : Use: Combine 2 Splintered Spark of Awakening with 250 Flightstones to create a Spark of Awakening.
Spark of Awakening : Provides the following property: Set starting Item Level based on Crafting Quality (489-502) and mark as Awakened Crafted.
