Ubisoft apparently couldn't have been bothered to put an antagonist into AC Revelations, so they just grabbed one off the rack and tossed it in halfway through the game. Manuel is the next of kin in the family that used to have the Constantinople throne and he's using the power of the Templars to overthrow the city's leadership from a hidden cave on the fringes.
But like a lot of these supposed amazing leaders of the Templars, when it comes down to the final one-on-one, they tend to sputter and put up some weak-sauce swordplay that can be deflected using button mashing. Manuel is such a pathetic villain that immediately after he's been killed, Ubisoft slides in a second antagonist to fill out the last hour of the campaign.
Because in a game like this, the developer doesn't miss a chance to screw up.
