Ysa is quite a large map, and is the first real city you run across. But ignoring that...The guy at the front's statement of mortals being rarely allowed into the city kind of doesn't match with the reality you encounter in the same dialogue tree when he starts talking about the district of the city where the "Children of Dust" live for the most part. There's a whole district of mortals....including a chapter of a major wizard's guild, apparently. What part of this matches with your assertion that mortals are rarely admitted in this city?
