It is very interesting about the arrangement here. The Director seems to be a new name for a position that's existed potentially for centuries and the Federal Bureau for Control seems to have built up around supporting and utilizing whoever takes on the role of The Director. This makes the Director somewhere between prime-agent and leader. Meanwhile, I get the feeling the entire hierarchy of the FBC is sort of secondary to the authority that The Director is actually part of. Ahti being Jesse's boss as a maintenance worker/janitor seems to be a very good metaphor for what she's doing, actually...and, of course, that's by design.
