We found the World Congress.

This is done by researching Printing Press and finding all other civilizations. The civilization that accomplishes this becomes the Host which gives an additional vote or two to use on proposals. Eventually, City States will provide additional votes and there are certain Proposals, Wonders, and Tech that can earn you some additional votes as well.

The World Congress is alot better than the just the standard political victory they had before. There are many proposals and more that get unlocked through technology. What proposals you pick and where you put your votes can influence your relations with other civilizations. You can also use Spies as Delegates which opens trade opportunities where you can trade for a civilization's vote on a certain proposal.
