I have actually found a Russian playthrough at this point and the solution is to disconnect from the QRS. Since I cannot do that, I am assuming I have hit some kind of bug that doesn't recognize the doors should be open. I'm not sure if trying that section again would fix it, but I've already saved passed that point. And since this game only has one save slot I basically have to restart the game to get back to it - which is something I'm not prepared to do right now.
