Yeah, once you get the plasma beam, you don't encounter a battleable SA-X until the end. It makes some sense in that that game didn't want you battling it until the end, but on the other hand, the game tells you there's at least 10 SA-X running around, and aside from the scene at the restricted laboratory, you don't find any of them until here. Always found that a bit odd.
