You can now play this video in "Original" Quality witch is 2048x1152 resolution.
This gives a higher bit rate and thus improves the quality in fast motion moments, even if your monitor has a lower resolution.
To remove the underwater effect (The green mess) edit your SkyrimPrefs.ini
and in the [Imagespace] section set bDoDepthOfField=0
