The subtitle of this game is pretty crazy. Why does it namedrop America? The original release for Genesis was just called "Zoop". So yes, this is a port, and it's enjoyable actually. I'm not sure I'd say it's the largest killer of time, since I lost interest in much less time than other games, but it wasn't bad as puzzle games go.
