Phaedra's definitely a puzzling colossus at first. The path to his sigils isn't as clear-cut as Gaius' is, but there are two ways of doing so. After getting his attention, get into one of the four bunkers at the center of the arena. If you want to go straight to the head, you'll have to stay just out of his sight. After he stomps a couple of times, he'll poke his head down to try to find you inside. This is your cue to grab onto one of his strands of hair beside his head.
A different (and I think easier) way to do it is to lure him to the center of the arena and go into one of the bunkers. Once he starts stomping near the entrance you went into, go through the bunker and into the opposing exit. Phaedra's back will be to you, and he'll eventually poke his head and tail down. The tail's a much simpler thing to climb and once you're on his back, make your way to his head (on normal) or to his forelegs (on hard) and start poking. If he cooperates (like he didn't here) he's one of the easier colossi once you have his strategy.
