Let’s Replay Covert Action – The Ariane Files [Case 3C]
No matter how careful you are in your investigations and arrests, the case will start falling apart unless you manage to turn every single person that's involved in it. Doing that requires not only a lot of time to uncover information about the people involved but luck; if the person has no floor safes in their building, there's literally zero chance that you can turn them. The people in the plot will do their best to keep a plot going, reacquiring items you confiscate but only rarely do they attempt to break people out of prison that you arrest. Once they reach a part of the event chain that can't be completed, people will start going into hiding quite quickly.
The best way to avoid that is not to arrest people critical to the plot until just after they've achieved all they need to but before they go into hiding. Timing that correctly is, as you can imagine, exceptionally difficult, which is why turning agents is that much better. Ultimately, however, foiling the plot is your goal and it's very, very rare that you manage to capture absolutely everyone, so don't beat yourself up too badly if one or two slip through the net. Instead, pat yourself on the back for a job well done and enjoy some time at the beach, provided you earned the right to do so.
