Factory Level 21:
Push the wheel all of the way to the right, but stop moving yourself when you're above the orb holder below. Once the wheel stops against the wall pull out the orb from the holder. This will cause the wheel to fall down. You'll want to immediately run to the right to stop the wheel from hopping over the key (as it has a tendency to do).
Push the wheel into the switch then go to the left & swim up to the spotlights. Drop the orb in the destructo holder & move the right spotlight so that it creates a beam of light through the water down to the ground (it's a good idea to also have it shining a little on the platform at the water's surface).
Move the left spotlight so that it shines on the ground leading to the door, but don't illuminate the ground all of the way to the right as you need to leave a gap to fall down to get the key. Go grab the key then push the wheel to the left. Swim up the beam of light & adjust the left spotlight if you need to so that it shines on the door then take the key over to the door.
