Batangas first district engineer Abelardo Calalo, who was arrested by Taal police for supposedly trying to bribe Batangas Rep. Leandro Leviste last week, was reportedly acting as a middleman for big-time contractors who wanted to give the neophyte congressman a cut in awarded government contracts.
