This is the final picture when you go back in time and you're in Chloe's house and you're with her and her real Dad. After a short cutscene, William (Chloe's dad) and Chloe will turn around and start cooking.

While they're busy cooking, look to the left of Chloe on the kitchen worktop and you'll see their camera. Go up to it and when given the option, take a photo, Max will take a picture of Chloe and William. The achievement will unlock.
