iOS 9 introduced a slew of new features, one of which is called Wi-Fi Assist. This function allows your iPhone to use your cellular data connection to supplement a weak Wifi signal. Although this feature may be great for users still on unlimited data plans, if you are concerned about running through your data limited, you may want to turn off this feature.
It's simple: go to settings, cellular, and then deselect Wi-Fi Assist at the bottom of the page.
