The curve milled is a limaçon curve, and with the correct dimensions, can mill both a circle and a cardioid. https://www.geogebra.org/m/usvhegzr
This is the same mechanism, but readjusted such that the milling surface is still, while the rest of the mechanism is moving around to draw the cardioid.
This mechanism is a similar to one of the current existing methods for drawing a cardioid, but properly braced at the unstable positions.
