Melbu Phase 2 always opens up with 3x sword hits followed by vacuuming one of the party members (The one who is in dragoon form, if nobody is transformed at the moment it chooses a random target). If you revive Dart and transform him into a dragoon (use Material Shield on him so he doesn't die). You can then proceed using Speed Down, Power Down, Power Up, Speed Up and kill him as fast as possible. Ideally Haschel is in Red HP status with around 500-699 hp when you start the Speed Down process.
