The short version is run admin the 2009, then run as admin the 2010, then copy the CB files to the wotc folder character builders, and then lastly run the CB loader as admin there until it closes itself. Maybe do the last step twice.

I got the file there. Then I followed the instructions. Made this video help others.

I bugged Wizards about it and they have responded that because my subscription lapsed (momentarily) in 2015 I was shifted to the 'new system' which doesn't provide access to the archive material (I'm cancelling my sub immediately as that was the whole reason I had it).

Some kind redditors directed me to an offline build of the Character Builder:

Kamil Parzych in the comments said if you have previous install messing with it, then:

"If anyone runs into a problem that CBLoader is showing errors and got missing content after first lunch here is how you fix it, 1, Instal all the things like in the Video 2, Delete "Custom" folder from program location. 3.Copy paste folder "Custom" again from your locatiom where u downloaded CB again to program location 4. Block CB loader.exe in the windows firewall by adding new outbound rule and blocking all internet acces for CB Loader. Now CB loader will show some errors again but u will se lost content , like Durk Sun campain stuff."
