In the video I mention that Lucky charm increases the quality of items and not the frequency of finding lucky charm items. I VERY recently found out that that is only partially true. Lucky charm has a set rate to go off between levels 1-5ish. After level 6 or 7 is reached, the rate starts to go up slightly. Realistically, you won't notice a huge difference, and unless you purposely have lower level unique gear equipped, you won't typically have more than a 6 or 7 in it from gear.
