Why do I need to input an emergency address when setting up Wi-Fi Calling?

If you are unable to verbally communicate your location, help will be dispatched to the address in your app settings. How do I know that I can make a Wi-Fi call or send a text?
To use Wi-Fi Calling or send and receive text messages you must be connected to a Wi-Fi network located in Canada or the U.S.

You will see a No Wi-Fi Connection indicator on the status bar of your device when you are not connected to a Wi-Fi network.
Calls must start and finish within the Wi-Fi network you connect to. If you leave a Wi-Fi zone during a call, the call will terminate. Similarly, if you start your call on the mobile network and enter a Wi-Fi only zone, your call will terminate.
You cannot make or receive Wi-Fi calls to or from phone numbers from outside Canada and the U.S.
