「CONTEXT」
This song is a part of the Valdemar/Velgarth book series by Mercedes Lackey, and is specifically about a spell that Herald-Mage Vanyel "Demonsbane" Ashkevron wove over Valdemar to keep the country safe from outland mages. His trilogy is referred to as "The Last Herald-Mage Trilogy" and is comprised of the books Magic's Pawn, Magic's Promise, and Magic's Price.
Vrondi, for the record, are a type of air elementals. Their ceaseless staring due to this spell can be said to cause insanity and instability in mages that cross over into Valdemar. Karse is a bordering country with strict religious beliefs and prejudice against "magic" and Gifts, often public executing any found dealing in these practices.
