This unused actor and object corresponds to the thin woman in the blue dress who appears in Hyrule Castle Town Market in Ocarina of Time.

By default, this actor is paired with object ID 0x0001 (gameplay_keep). Loading this actor with said object will only make a blue arrow appear in-game.
However, if you load this actor with another, similarly named object, object_cne (ID 0x00DA), the actor will function properly, and can even be interacted with!
The fact that this actor is paired with object gameplay_keep could be a leftover from Ocarina of Time, where the Market NPC actors (En_Hy) are paired with gameplay_keep ( https://github.com/zeldaret/oot/blob/b4c97ce17eb35329b4a7e3d98d7f06d558683f6d/src/overlays/actors/ovl_En_Hy/z_en_hy.c#L39 )

She is able to follow a route (the route she is following in the video above may be the dog's route, as I replaced it with her).
Speaking to her displays an empty box. She's trying to display the text ID 0x10B9, but it's empty.

Also, she seems to have a dynamic shadow! (which a few other actors in the game have, such as the signs Link can break).
