The star at the start requires momentum and timing which is why Blue Toad uses the spring to get up to speed running forward as just sitting at the block won't get you the star therefore lose due to the opponents being too fast. you also have to quickly hit the POW block in order to clear the clear condition and beat the stage and then you've won the 100m Race and proved you were the fastest!
