So braindead easy that I'm a little embarrassed that I never came across it earlier. Works on every character and everywhere onscreen, though you may have to cut it short and launch earlier on smaller characters if it looks like they'll drop out.

Notes for different parts of this clip:

vs Haggar - The basic loop is f.H xx [ jump forward M H S ] xN, and the loop can be repeated up to 5 times depending on how many hits you did before the loop.

vs Thor - Chained after a j.H crossup.

vs Tron - Chained after a j.S feint into low. This can be done faster than shown.

vs Hulk - Chained after dash j.S.

vs She-Hulk - Performed during Astral Vision. You have to alternate between forward jumps and vertical jumps to keep them from falling out, in my experience.

vs Spencer - Linked from a Shadow Servant punish.
