Borderlands 3 is a loot-driven first-person shooter. Players make a character from one of four classes available, and take on various missions given out by non-playable characters (NPCs) and at bounty boards to gain experience, in-game monetary rewards, and reward items. Players can also gain these items by defeating enemies throughout the game. As the player gains level, they can start to allocate points across a skill tree, including unlocking one unique skill for that character. As with previous Borderlands games, the game features a loot system with "over one billion guns", according to the reveal trailer, procedurally generated to vary in damage, range, ammo capacity, and other special perks. These perks can include elemental effects, such as damaging the foes with fire, ice, or electricity. In Borderlands 2, some weapons had "slag" elemental, which coated the enemy for a short period and made them extremely vulnerable to a subsequent elemental attack from a different element. Slag weapons have been replaced with radiation; the coating and subsequent vulnerability remains the same as slag, but radiation damage will also hurt enemies over time on its own.
The game can be played as a single-player game, or with local or multiplayer co-operative modes. In previous Borderlands games, loot generated from looting chests or killing enemies was available for any player to take. Borderlands 3 leaves this as an option, or otherwise the players can select to have loot generated per-player, so that only that player can pick their rewards. The game will also include a level balancing system for co-op so that players at lower levels will still be able to contribute meaningfully in combat next to more-powerful characters.
Players will be able to choose from four new characters: Amara, a muscular "Siren" who summons ethereal fists; Moze, a young "Gunner" who rides the mecha Iron Bear; Zane, an "Operative" with a variety of gadgets; and FL4K, a non-binary[5] robot "Beastmaster" who summons creatures to aid in fights. The principal antagonists are two cult leaders, the "Calypso twins", who are trying to unite the various bandit clans in their efforts to find a weapon capable of destroying the universe.
Coverage of the trailers indicated the return of many characters from previous Borderlands games including the spin-off game Tales from the Borderlands.
