Max is getting closer and closer to the source of all evil.
One funny thing about the commandos in these chapters is that while they can take more shots to the body before going down and while they are armed with guns that can kill Max faster, I actually find them to be easier to defeat than most of the previous gangsters and such, because the commandos' "tactics" are easier to predict. All enemies in the game have very strict behaviour patterns, but the commandos stick to theirs most of all from my experience. They're the military type, so makes sense I guess.
