This video walks you through how to make a sword weapon and add a procedure to apply potion effects to the entity you hit with the sword as well as give an effect to the player holding the sword.
The procedure can be used for other tools as well it's not limited to swords and will work the same way with pickaxes, shovels, axes, etc.
