One of my oldest videos shown off an AI exploit in Melee where level 9 CPU Ganondorf exhibited great difficulty in reaching you on Dream Land's top platform, while ignoring the common sense solutions like just up airing you. Level nine CPU Bowser has a similar problem with reaching you on Battlefield's top platform, and like Ganondorf will ignore just up airing you or double jumping, while flailing about underneath you. Also like Ganondorf, Bowser will eventually use uair to hit you, so this is not an infinite stall against him, though it can take a very long while for him to.
