The female prisoner is being held in the center court of Aabe Shipaf Ruins and is being watched over by four hidden Sniper soldiers. If you attempt to free her, you'll be met with a sniper bullet to the head. The list below will detail where to find them.
SNIPER #1 (EASTERN SECTION): The first Sniper is standing under one of the the columns on the eastern side of the ruins.
SNIPER #2 (CENTER): The second Sniper is perched above the two-story building in the middle of the area.
SNIPER #3 (WESTERN SECTION): The third Sniper is located all the way near the western entrance of Aabe Shipaf. Quiet cannot locate this soldier, so you'll have to find him manually and mark him.
SNIPER #4 (NORTHERN SECTION): The fourth Sniper is sitting on top of a rock ledge next to the waterfall. Use the lower river to climb to the top to find him.
Let Quiet snipe the soldiers dead (or snipe them yourself) then go and extract the prisoner.
