This is Thardus, also known as Project Titan (You would only know this if you've been reading all of those small panels scattered throughout Phendrana). In order to damage him, you must attack his currently active weak point. This can be identified using the Thermal Visor, but is not required. Once the rock casing is destroyed the Thermal Visor will be overloaded. You must then switch back to the Combat Visor to target the now visible Phazon weak point. His attacks include throwing rocks that will overload your Thermal Visor if they are taken down while it is active, rolling around trying to crush you, and sending an ice wave at you. The ice wave does no damage, but you will be frozen in place. After some point during the fight, Thardus will summon a snow storm (which shows up differently because of the new Bloom Light feature), during which you cant see him well without your Thermal Visor, so you are on your own after his rock casings are down. I love this boss fight. It's fun every single time. I even used a new strategy I learned. The people who deserve credit will be in an annotation.
