If you chose "I love MGS1 or MGS2" at the beginning of a new game, these should become available after completing the game once.
Interesting facts to know about previous editions of MGS3:
In the PS2 edition of MGS3: Subsistence, Green face paint and DPM camouflage were unlocked by completing Duel Mode (Which is missing from HD Collection and Master Collection). The others (Brown face paint, Desert Tiger, Flecktarn, and Auscam camos) were unlocked by choosing "I love MGS3" at new game or completing the game once.
In the North American PS2 edition of MGS3: Snake Eater, all of these special face paints and camos were encrypted on the disc but not accessible without hacking device (gameshark, ar max, codebreaker, etc).
In the PAL and Japanese NTSC PS2 editions of MGS3: Snake Eater, all of these special face paints and camos were unlocked either through duel mode and/or by using soundtrack discs as part of "special key camouflage download."
