Steps in Order:

1: Save current legit save in another location. Be sure no dispatch units are sent out during this time.

2: Now go inside the game with the current local save and send out units to ONLINE dispatch only. (Does not work for offline dispatch missions)

3: Once completed, exit the game and reupload your legit save back into your console, it contains the save that DID NOT send out any staff.

4: Check your staff and make sure none have an X's by their names.

5: Wait for all units to come back to restart process.

6: Repeat.

If their is still X's on their names then you missed a step so you must cancel the current dispatch groups or else they will come back dead or injured.

This is something for you to gain extra resources or staff on the side while doing other things. Hope this helps ensure you never have to worry about losing high ranked staff again.
