38Quiet's Cell on Mother Base. Here you can observe her gaining energy through photosynthesis or "sunbathing", having a shower and taking in water through her skin - hence the skimpy clothing. Due to her breathing through her skin she cannot be submerged, also another reason for the skimpy clothing.
