in the end if you wonder which one is better, that is going to be constitution, in case you can just increase one skill, it is slightly faster, due to the consumption.
stamina surge seems to be slightly slower, but I guess that is going to depend from the natural skills your armor set has, if we go to the long run where you completely deplete your stamina, then stamina surge is going to feel a bit smoother, but that depends if you really need that stamina back fast, if your attacks depend a lot in stamina, then a combination between constitution and stamina surge. it all depends on the consumption and regeneration that you expect, but having to keep in mind two skills at the same time might be a bit too much.
at the end keep in mind the following, can i use all my stamina to execute attacks? and then, do i need that stamina as fast as possible?
