The Victoria 3 team released a dev diary (89) and a Roadmap for the Future called POST-RELEASE PLANS: FOCUS OF FUTURE FREE UPDATES which outlines four categories of changes that I'll later try to interpret and simplify to three. They detail:
1. not yet updated/ new
2. updated, not complete
3. reconsidered
4. complete
And add additional 'new' banners on the roadmap itself where items are a new ambition, not included in the last version of this roadmap.

I argue the outcomes of 2 and 3 are identical, so for our purposes they're the same. The inclusion of 'new' in the legend, and separately on the roadmap also felt unnecessary and confused. Finally, things that are complete and no longer part of their focus are not the "focus of future free updates" and are therefore largely irrelevant to this discussion.

In this video I interpret three categories:
1. Things they've made no progress on
2. Things that have more changes to come
3. Things that are done (though again these will be less useful considering the topic is future updates).

From military units on a map, to swapping states and more, the changes outlined here are positive and I think they'll broadly be interpreted as good updates to Victoria 3, though I do question how frequent these updates will be, and how much development the game may continue to see.
