Loki is still a huge coward... He has Morrigan & 2 lesser devils to weaken the party. Kill Morrigan quickly otherwise she will keep summoning lesser devils to aid her. Morrigan has dark magic, MP stealing ability and weaken the mage's/healers attack spells/healing spells
Loki fight has 3 forms he will start in his red normal form which will usually do an confusion or sleep AOE attack, break the party formation, abduct a party member for a few, an AOE magic attack or he can also debuff the whole party. After a few turns he will shift to his law form/bluish form, in his law form he is extremely resistant to magic attacks & uses either single target potent ice spells, powerful AOE light magic or he will weaken parties attack spells/healing magic for the duration of the fight. It's recommended to use a mage with magic barrier to reduce the damage from his magical attacks to the party. After a few turns he shifts to black/silver form in this form he's resistant to physical attacks and will do only physical attacks, he might just hit twice with 2 physical attacks or he may do extremely powerful physical attack that hits 6x to party members at random with the final attack of it doing piercing damage that will pierce through defense. which means even if defended it will still do moderate to heavy damage. the tank will be needed to do front line or backline defense and block his physical attacks with their shield and you will probably need clan skill that reduces damage by 50%/small heal to help mitigate the damage. (it's recommended to prioritize the tank defending the backline as the extremely powerful physical attacks will usually kill them if the tank doesn't take the damage for them. you might need healing items to help with healing the entire party if you run out of MP and items for giving 20 or 40 MP back to those who run low on mana or run out, you don't want to run out of MP during his black/silver chaos form phase). it might be better to defend with the front line during this form against his physical attacks during his black/silver phase instead of attacking him as they are powerful and he has the best chance to kill party members in black/silver form. After a few turns he will shift back to his red normal form & repeat the cycle. The red form is his weaker form, his bluish Law form = moderately powerful, While his Chaos form = most powerful. Once defeated, Loki has the last hidden treasure needed. But now I have to find that cursed holy knight ....who seems to be in Vanheim at the moment.
