This time I am playing as Onaga, who is the Dragon King.
He is the final boss in Mortal Kombat Deception.

Actually it's the second one, which appeared for the MUGENs. He is able to shoot the fireballs, breathe the fire, do a earthquake stomp, stomp an opponent and reflect an opponent's projectiles. Unfortunately this one is not able to do the uppercuts. However this one actually has finishers unlike an old one.
The sprites are neat, but probably leaked from a canceled MKP project named Mortal Kombat Devastation. This one is actually a Kintaro edit.

Despite of being a Kintaro edit and having the sprites from a leaked project this one is much better than the old one, who has ugly sprites and has earrape quality soundclips.
