Save the file as "UCES01250.ini" (make sure you have "Show filename extensions" enabled in Windows explorer. Otherwise you won't be able to change the extension from .txt to .ini). Now place the file in "[Your PPSSPP main folder]\memstick\PSP\Cheats", launch the emulator, right click on the game, scroll down to "Cheats" and enable/disable them from there.
