A lot of participating depots eh? One of New York's biggest vulnerabilities is perhaps the New York City Subway. Following hurricane Sandy, the main tunnels that connect the subway to the outer boroughs were flooded, hence essentially isolating Manhattan from the rest of the 4 boroughs in terms of public transportation. In addition, a transformer exploded, causing thousands of Manhattan residents to lose power, which also made matters worse for the 6th Avenue Line (B,D,F,M), 7th Avenue Line (1,2,3), 8th Avenue Line (A,C,E), 14 Street Line (L), Lexington Avenue Line (4,5,6), and the Broadway Line (N,Q,R). As a result of gridlocking, Governor Cuomo declared a transportation emergency, which resulted in the fares being waived for two days to encourage people to use public transportation. Limited subway service was provided, with shuttle buses like these essentially being a bus-bridge shuttle to transport riders into brooklyn to either Hewes St, Atlantic Avenue-Barclays Center, or Jay Street-Metrotech. This was recorded on day 1 that the fares were waived for all subway, bus and commuter rail operated under the MTA.
